Someone correct me if im wrong, but OS support merely depends on how many operating systems you add on the project design stage.
I think the speed to complete it might be to do with the programmer skill, considering it is green, but of course adding non-required OSes or OSes with little to no users would make this longer without having a point.
The last thing to do will always be to ensure the product is properly functional on each operating system you selected in the Design Document. AFAIK the programming skill tied to this is Systems. You cannot influence the order in which development tasks are worked/completed.
IMHO, best to only choose a single OS (the one with the most users, preferably yours), and handle everything else post-release, such as day-one ports just after day-one patches for tech updates. That will ensure you are not spending time during the development phase for tasks which can be handled by dedicated porting teams (or freshly untasked programmers of that software) when it's already out there making money.
