how? will they not work as fast if they are all stacked?
Anything above the recommended barely improves the time taken to complete the project.
Having them split up into early morning/afternoon and night shifts also improves the speed (split up the recommended into those)
You can get like 2 or 3 more of each role than the recommended. Any more is an absolute waste.
So say the recommended is 6 designers split the 6 designers into 3 teams of 2 ?
Yeah, you can add maybe one more to each but it wouldn't make too much of a difference

Another question is it worth getting say 2 developers with 3 stars system and 2d and then another 2 with 3 stars I'm system and audio and then the last 2 with 2d and audio ?
What software are you making?
Every software requires 2D and System, so definitely have those.
None at the moment
Id recommend evreyone to have at least 3 star System

Audio is only required for Audio Tool, OS (if you have enabled) and games (if you have enabled)

That would be the most optimised in 1980 due to the tech levels being low, meaning less staff required
Tech levels lower means its faster
The longer you go the more staff you will need for that reason
till a point
once u get to an amount more doesnt mean better
Like I've said, get the recommended
