@cobalt jay I just use my kindle fire and RetroArch.
Your phone? iPhone now supports emulators. RetroArch is there, and Delta is an iOS exclusive with cloud sync. So it's just a matter of whether you want a grip (like Razer Kishi) or traditional controller; if the latter, you need something to prop your phone up. I use a Flygrip, but you can probably get a picture frame holder for about a buck at a thrift shop if you're lucky. I think paper clips and binder clips can be used to rig a prop as well. Anyway, my Flygrip and SN30 Pro probably clock in at under 100€, but I don't know for sure. What I would not recommend is any emulator's on-screen controls. Those are just the worst, even with vibration.
