You are thinking of PETA, a cult like hypocritical organization that uses modern day slavery to generates millions of dollars for the top members of the pyramid, including the president who relies on insulin (an animal biproduct) to live, that "promotes" veganism while being the biggest killer of pets in the world
SPCAs in many countries are also pseudo law enforcement agencies which actually employ peace officers to enforce animal cruelty laws.
