TruckersMP is MMO which allow, likely up to 20.000 players or more / less at same time (Or close to this amount of number, total). While total number of players can be in SCS Software, up to 8 players and it should be possible in one or another way to get 128 players lobby.
TruckersMP do support few mods and SCS Software there is no limits, as long you and other players in same lobby have exact same mods (downloaded same place, same file from the same download place and load order).
And you can manage whether to have traffic or not as well with no collisiion zones.

I personally didn't like the starting trucks, got a money mod but didn't see it had xp as well so ended up using the that profile to test some then started a new profile and now I'm over level 100 in almost 4 years of playing with all map DLC. Click on the server name "TruckersMP",
Select id:linked-roles in the dropdown-menu,
Click on "Verified" (id:linked-roles:1083781004038250546) and follow the steps.
