There is nothing gonna escalate with a report, i dont get your point, let me say it more clear.

If you would do self justice, eg try to ramm into him, block him or anything like that.
You break the rules, and it can lead to a ban.
Reporting the user, nothing will happen to you unless you can be seen to do your selfjustice, which is not any of your job.

There is no right getting violated.
