It's about not wasting resources, KVMs as CJ said are predominantly VGA, and those that don't bother installing dedicated KVMs in a rack, typically just put the oldest, shitties screen that still work on the trolley in the datacenter, usually, these are the larger datacenters.

Not really. Most times the CPU that was made for a 1080 has a couple of failed cores. They can't sell it as a 1080 anymore so that's how it got turned into a 1070. They disabled the cores so that the amount would be correct and boom. Different GPU

Also stability issues on a GPU could've caused it to have some stuff disabled and sold as a 1070

It's not a damaged 1080 per se.

Both Graphics Cards use the same chip. (GP104)
But due to defects in semiconductor production, not all computational units are working on each chip.
To avoid throwing away an otherwise working chip, some computational units are being deactivated. When more of these units are deactivated, the chip no longer qualifies as a 1080, but it can still qualify as a 1070.
However a 1070 chip could still allow a higher clock rate than a 1080 due to other factors in semiconductor production.
But it's not neccessarily defective units that are being deactivated. If the demand for a lower end card is higher than the "defect rate" of a 1080 production, then even working computational units can be deactivated. So your 1070 could technically qualify as a 1080, but due to high demand of 1070s, the extra cores of a 1080 are just being deactivated to meet market demand.

Yeah so I went to my display settings and changed to 1920x1080 and it went away but my other monitors turned off but when I changed it back to 5760x1080 the monitors turned back on but I still see the white border on top.
