Lots of different tutorials on youtube. There are also different programs, methods that you can use. Some easier than others in some cases.
Typically though, the more customized something is, the more work it will take to be done right and not result in broken truck/game.

Local modding is pretty complicated specially if you want it in TMP. Project ALM is the easiest way I think. Just look that up :)

If you saw a truck with the strobes then you must already have the DLC installed so that's good 🙂 , but yes as stated above its the special transport DLC that has the strobes plus 2 strobe lightbars , It just depends what truck you have the strobes on as for example you can put them all over the front grill on a Scania however on a Volvo you can only put them on certain bumpers.

there are lots of discord servers like: van der roling, only way is dutch or isanux. Just look them up there. If you don't know how to install them, you can watch a youtube video. That's how I do it

You just drive or buy a garage on Iceland and to it. If you mean where is it, it is located about half way along the island on the southern road. It's the best start point as you get nice gravel roads rather than starting out on ice and snow from the north side.

2. Enter the folder/zip or winrar file.
3. Copy the .scs file to my documents>euro truck simulator 2>mod (if you dont have a mod folder just create a folder named mod)
4. Paste the .scs file but make sure the mod is the same version as your game is (if mod 1.48 and your 1.39 you must upgrade/update the game to 1.48)

Usually local mods will be installed in the "home" folder, which is the ETS2 folder in Documents. From there on, please follow the instructions, which are mostly included, in the mod and do the rest as instructed

What I did to accomplish this is to: Make a new folder in your mod folder called “Cargo Trailer Ownable”, or something similar, make a folder called ‘def’, in that folder, ‘vehicle’, then a folder called ‘trailer_dealer’, ‘scs’, and copy paste a lowloader trailer that you can already buy, add a line at the top where all the accessories and such are, add a line called .cargo with a few other things before it, you also need to add the entry to it, so also create a new entry where the paths are, for example:
