On a ferry or boat you should, as over night sometimes air would drop if just normally parked, rocking on boat maybe more. Main factor is if you don’t and they chain it down and air drops the chains become loose

Mostly the drivers do it, sometimes it happens that the company does it, but in my experience 95% to 99% is done by the driver, as the driver is the one responsable for the load once its loaded, so he is also the one responsible for the strapping, if its pre strapped its for the driver to check if its correctly/savely done
