It's more towards to Heat's system and barely not even close to Payback at all
and I do think find Payback's purchasable garage were not a bad idea

where you have to buy the garage
to have more than one
unlike the other rest of Need for Speed titles
and pretty much should stay this way
Unlocking them for free after you progress is already the perfect system as it is

honestly I think the next need for speed should have an older style city. something like london or other similar city. the centre of the city can be really narrow, then as you get away from the centre it gets wider and more open. would allow for a lot of race variation.
also with older cities you can blend modern and old architecture which would solve the "everything's grey" problem without setting it in a casino city

In each stage there are 2 exclusive rewards you can unlock by beating roaming racers
Make sure you do this before completing each stage or you will lose them forever
The amount of roaming racers needed to beat increases each stage, look it up online
