I think you would be surprised how much effort would actually need to be made to add a teleport mode.
Not only would there need to be a system designed, vetted, and tested, every map, cinematic, and combat sequence would need an entire new set of locomotion checks run on a regular to be sure it's as high quality as the current system. It's pretty close to an overhaul from my testing engineer perspective. I'd be tickled seeing it attempted, but I wouldn't hold my breath till all the planned features have been finished.

there's so much in the gameplay and traversal that wouldn't work with teleporting
imagine the section right after you break out of the projection room and run to the courthouse, smashing through walls and beating thugs
