I need some help identifying the packages containing these utilities so that I can install them. I already have base-devel. I also have a 64-bit version of mingw, although i don't know if it's compatible. I'll be building software for Windows 98.

None of them appear to be in the AUR, and they aren't in my default repositories for pacman either.

well, gendef says it's part of mingw-w64-tools (https://sourceforge.net/p/mingw-w64/wiki2/gendef/)
and pacman -Ss mingw did return a bunch of results, including tools binutils
so check those first
