so i copy a whole server 2016 install to fix the missing dlls and even then i have to run programs as root

And they can't ship Microsoft dlls unless they want to be sued into oblivion
You also should not use Microsoft dlls

actually if i do it it on the stock wine user (epic, my main non root user) just says "cannot find kernel32.dll"
