What’s a “jammy” and what desktop environment, and how do you even have rdp setup?
Jammy is Ubuntu Jammy LTS, In Gnome, and It is the remote desktop software that gomes with gnome in Ubunut

Fyi. Better too use the version numbers, not the name. Gnome Settings will let you set a persistent password. Search for Sharing.
I have set it repeatedly in there and it will not persist -- ive set it as my user, and as admin -- neither works

Was just getting Ubuntu 22.04 installed in a VM to get a direct look in, but, please clarify what you mean by "and as admin", because you should /never/ ever run a DE as root.
Settings app -> Sharing, verify top option is in the On(right) position, click Remote Desktop, verify Remote Desktop is enabled, down in Authentication, click the eyeball on the right and verify your password is set accordingly. In Current Ubuntu 22.04, initial install, and all updates applied, this consistently works.
Resolved -- I nuked the computer and started over and now it works
