libgnutls is the package on some distros that would contain that. It may simply be a versioning issue though.

That version is old, there's a high chance that your distro may not keep old packages once a new distro version is released.

You have two choices. Either you:
- Install the latest version of puppy linux and hope that there's some sort of repository where it contains grub utilities or whatever it is that you are installing that requires libgnutls of a specific version. Or,
- You manually compile the specific version of gnutls it specifically requires, along with whatever other dependencies it may also require.
And is there a way to remove it from the system?
Depends on how you installed it in the first place. Viamake? you're SOL if you nuked all that stuff from the source tarball.
