You did get the artifact, just not for very long. I’m not a lawyer so I couldn’t tell you exactly what was going on but the TOS probably covers it.
Jagex did mention other "longer-term" premier changes so whether it's additional perks to compensate what's being taken away remains to be seen, but it's a wait & see for now

As far as suing Jagex, all I can say is talk to a lawyer. I honestly don't know.
What I find ironic is https://rs.runescape.com/membership still shows the vault and artefact without any mention of losing them. But mentions extra daily key is going away.
Of course, I'm the USA and Jagex is in the UK, so that just makes the legal stuff harder. I mean we drive on the Right Side of the Road and they drive on the Left Side of the Road, so things are backwards and strange, but once you realize the US is always strange it makes sense.

After they had a big jump in the premier cost a couple of years ago, I stuck with it because there was still value to be had with what we were getting. Now they've kept the price as it is and removing nearly every additional benefit, I've decided to cancel.
I'm not against the removal of the keys btw, I think it will be interesting to see how it changes things, I just expected something to replace them as part of the premier membership. Some bonus xp stuff maybe? Not entirely sure what I had hoped for... It's almost like they've left premier as an after thought with all the hype they wanted to achieve on the key removal.

So TH will be removed the 19th, but you're already starting on the 12th. That doesn't make sense. 19th = 19th.
And also removing the Premier Vault? There's no TH involved in that. You're removing all sorts of Premier perks and benefits without a direct replacement, so why would I buy another Premier membership?
The Artefact and the Vault are still on there as of right now. They also have the keys but it includes a date for the end of TH. Guess they need to change it before someone thinks they are going to get the whole 12 months with them
I think the problem with the spelling is that British English is slightly inconsistent with the use of Artefact (compare to Artifice and Artificial), and with the US spelling Artifact both being highly prevalent in scientific and fictional media sourced from the US, and the greater consistency with the spelling of related words, it's very easy for correct spelling in the UK to get confused.
Definitely going to chime in with my opinion on this but what y'all doing by taking away the premier artefact is ridiculous and way too much. If you're already going to be keeping some form of way to directly purchase BXP without the gacha mechanic of TH, then there's no reason to do anything to the artefact. It fits in with the current ethos even. This feels almost petty. It was never discussed or proposed to the community in the way of a VOTE like OSRS does with all of it's votes requiring a certain threshold to pass. It's understandable that TH would leave the game by a landslide, but if you're going to take away premier benefits like the aura reset, there seems like little reason to me to continue to purchase premier membership. You can argue that it's cheaper, sure, but if you already don't play consistently then it's not really cheaper so much as it is convenient in that you don't have to worry about a membership lapse.
I understand as well to an extent that the idea is ultimately to remove auras and hopefully shift their buffs into their associated skills as either items or level benefits, but if that isn't happening immediately with the removal of everything on the 19th, then why do it? It feels highly irresponsible, in light of how player centric your approach to removing TH was. This feels tactless by comparison and done without any extra thought or regard for the player base.
I can't say that OSRS is definitively better than RS3 because I believe both games are similar but ultimately different, but at the very least, the mods for OSRS seem to have more tact when making major game changes by polling everything first. Yes, TH removal passed by a landslide, but if this were OSRS there would have been a more thorough and well thought out poll to allow the changes to more accurately reflect the concerns of the players. I guarantee this will cause some people at least to discontinue premium or even quit altogether. Time will tell how well this is ultimately handled, but I, as well as many others in this thread seem to have out doubts on those abilities.

any removal of purchaseable advantage sounds good to me, obviously the ideal would be absolutely nothing (not even the buyable bxp or bombs that will be remaining) but we take the wins we're given and keep pushing for the rest

If xp bundles were getting nukes as well I would have a better understanding of the prem artifact and vault going. But as xp bundles are going to be available in store I'm just left puzzled where the line is drawn. What membership you choose is a choice. I was against TH for its gambling and p2w. As much as I hate TH I regret my vote. It was clearly a blank cheque for Jx to do whatever they want. Minimal consultation, minimal communication and total upheaval. Why did I ever believe things would change for the good.
I suspect premier change is more targeted at the integrity stuff rather than TH itself being removed tbh.

If it was clear when I bought my membership that it wasn't a part of it for this year, fine. Changes happen. Adding it to the TH removal is what has me cross, frustrated and just disheartened as to where this is leading us to. It is still advertised as part of the premier membership perks. It's false advertising and 100% misleading.

How is promising something and then taking it away = integrity? It = to false advertising and mistrust. I get the steps to improve, the integrity road map. But that includes open communication, clear concise information well ahead of the implementation. What has already been planned and communicated, tho not very clearly. It is enough. This new step should have been left to the next stage.

They've also said that aura refreshes is designated for deletion list and part of that is due to the plans they have for auras

i think its fair to say that artefact removal should have been informed on the 12th of november like everything else was and they dropped the ball a bit only giving 2 weeks of notice on it
but with that criticism out of the way, it is a good change towards restoring integrity to the game and premier is still the best deal for membership
I think it's fair to critique the false advertising quite harshly. Dropping the ball is something I'd say if they came out on the 19th of November saying "oh hey my bad, we're also looking at getting rid of these benefits to premier." Premier is a really expensive lump sum to purchase especially in todays economy, whether that be with real world money or in game currency. I can't speak for anywhere outside the US, but a tremendous amount of people have had to cut back on all of their spending and are forced to visit the food banks weekly to get by. $100 is a lot that could go toward other things, likewise the 3B cost of it in game isn't too kind on the wallet either. If you consider the jump that it takes to go from bonding weekly to buying premier, it's a tremendous ask. Everywhere around the world is feeling the squeeze though, especially with regard to any extraneous entertainment purchases or luxuries like gaming. It's incredibly disingenuous in my opinion to have continued to advertise it, even up to this day, after the announcement of it's removal. Even more so egregious if it was a last minute decision that happened.
These are the actions that cause consumers to lose faith in the company as a whole. I won't dispute that removing auras is a wonderful thing, and that with it the premier artefact should go. I won't heavily dispute the removal of the vault either, even though it's dubious how well that will play out for integrity changes as you're still going to be able to purchase bonus exp. It's silly, but at the end of the day it's a once a month activity that for the most part, I never even took part in despite my eligibility to do so.
To speak more frankly on the matter of losing faith, even the recent update putting the COSMETIC cape inversions behind a total of 8 years play time to get them all. And to hear that Yuey basically let it slip that this is essentially all to force engagement and incentivize premier purchasing. Now, my understanding is that isn't their exact wording on it, but this whole move is even more nonsensical.
Also, to be fair, I've always had little faith in RS3. The pollution of MTX over the last 15+ years has done tremendous harm. The removal of TH sounded like a lovely thing when it was first being talked about in the middle of last year, and it definitely instilled some measure of faith that things could move forward positively. I've never bothered voicing my opinion before on matters because I never thought it to be worth my time, but this honestly is a pretty horrible look for the RS3 mods. As long as purchasable BXP is included within the "integrity roadmap" being talked about, it'll be clear to me and every other player how little game integrity actually matters.
If integrity is the focus of this update, then rather than keeping quiet about things until the last minute, speak up. Does it show integrity to continue to allow MTX, just not in the gacha form it was painted with before? Lastly, if you want your player base to believe in the integrity of your company, is attempting to force engagement by locking cosmetics behind 8 years of progress really the best way to do it? Even after you released them several years ago during the FSW opportunity? I may be one of the more vocal people about this, but I assure you that these thoughts are mimicked by other people in this thread, my clan, and the other social discords that I'm apart of.
If I had to describe the behavior of Jagex right now with regard to everything I've mentioned in a single word, the word I'd choose is "duplicitous"

Frankly, this is the reason why the removal of the artefact is a good thing. It's an unfair P2W advantage for those who can/are willing to spend that large amount upfront.
Not to say I don't agree regards it should have had further warning, but from an integrity standpoint it's a great change, and frankly outside of all the other benefits of premier I've always viewed the artefact as the smallest one to care about (Altho that is IM perspective)

The cosmetics are locked behind getting 99/120 in a skill in the first place, which is already a lot of progress (And the time taken to get the shards is irrelevant in comparison tbh), and it's arguably less forced engagement due to not having them all available. IF they were available year round, then yes having them all available at once would be fine, but with them limited to a monthly event it would cause an awful issue with people feeling like they had to grind them all out of get them all (Despite them having no actual true value and most people not going to use most of them)
I don't like the fact that the capes are "free" to get in general with no real requirements behind them, but I'd much rather this version than just "Yeah have all the capes enjoy".

I just wish premier wasn't such an absurd lump sum. I've been playing via bonds for about 2 years and I have never been able to save up anywhere near 3B, that's almost full BiS for one style.
right now in my eyes sure its a cheaper option but the benifits it gave are why i personally bought it. the only way i see them getting away with removing those two things is adding in what i just said otherwise they are gonna have some seriously disappointed players

you are missing the point bonds are stupidly overpriced in game as it is 10 is best because casuals can actually afford it
bonds being overpriced is because of the players, not Jagex

From an economics perspective, they cannot do this. It's been discussed in the past, the whole point of bonds is they are player-controlled.

The oddments-to-gold solution seems a bit too dull for ironmen. The ratio right now is too generous for early game irons and somewhat meaningless for the late game.
I already have all of the items from the cosmetics rotation and I currently have 1258k oddments from the almost 10 year journey my account has been through. Too just turn them into 126m feels a bit anti-climatic, especially when I could just get that gold from PvM/Thieving in a couple days (also, there's not much to buy).
I would really like to have seen additions to the store that we previously have never had a chance of obtaining as ironmen, not even for gold, like the emerald/ruby/diamond cane, cape and top hat (suits are already obtainable from a token we can buy from G.E.) or similar promos. 
Just de-iron and get 2.5x the amount 😏
So I'm not sure how to highlight or quote parts of a message like you, but regarding the cosmetics, it's my understanding that it IS actually a year round thing. There was a server mod on here that had clarified that in another thread I believe, which is why I made the point that I did

I thought the point of Ironmen getting the various oddment variants was to collect cosmetic items. Stuff that doesn't impact the game, so they aren't getting a free handout / shortcut. Just a bit of "fashionscape" so they look nice while grinding away.
realistically the amount of gp they're giving to anyone is irrelevant in the grand scheme of things. I think I'm getting like 20m worth? After ~5 years

Okay, one bond for free after 15 years of event grinding for oddments isn’t really a big benefit.
Seeing that I have spent 4b gold on cosmetics already, I'd pick missing cosmetics over gold any day. The gold conversion is just a "fix" that doesn't really add anything to my account. I've already bought everything I need for PvM / 200m all that I otherwise wouldn't get passively :/
So I am not complaining about Jagex being cheap, I am simply stating that gold was a poor solution altogether to begin with
