this post is more or less to seperate out a rule so it's not grouped up and confusing to understand as in the article compared to in-game it is actually confusing to understand which rule it falls under.
the article just says that this situation would be considered inappropriate language/behaviour. but does not specify which in-game tile on report screen should be used.
one of the big issues with Toxicity in the community is people trying to bait others into getting mad then leveraging the method to continue to enrage a player to violate the rules in response to there initial statments which would feel like they are bordering violating the rules, when they cant enrage someone they will go directly to violating the rules themselves by going completely over the line.
and/or also using the below to try to stay under the radar of single acc users which wish to warn and/or enforce the rules of runescape.
toxic community using ignore list to prevent rule enforcers from being able to see chat violating the rules.
they are using this mechanic of the game to abuse the rules of runescape, by trying to hide what they are doing from anyone openly willing to warn/enforce the rules.
SUGGESTION: to those who encounter this type of behaviour it is best to stay calm, keep responses general & attempt to diffuse the situation occuring.
give some time for a context of the situation to develop before reporting someone for the rule violation(s) while doing your best to not act like they are back towards them.
