For smaller clans, the upgrades for the citadel are impossible. The weekly cap needs to be increased, and the storehouse needs to store a larger percentage of the materials gathered from the cap. This will allow smaller clans access to more plots and activities within the citadel. The citadel has been neglected long enough, and though there are many other updates being suggested, I believe this would be a great starting point for Jagex to show that clans and player involvement are a priority to them.

Give more incentive to interact with the citadel, and allow f2p to do so as well. At the very least, make resource gathering have an afk option.
Maybe have a way to exceed the personal cap if you want to?
the biggest problem with that is for lower levels only 5% of the cap (up to a maximum of 1k stored) transfers to the following week
so upgrades cannot happen unless the clan has hundreds of members
Yeah, that's kinda horse shit. I mean, let the larger clans progress faster sure, but progress should be POSSIBLE for clans with populations smaller than IRL towns.
All that's doing is begging for altscape Hell.

That is exactly my point. I have 12 people in my clan, most of them have alts and we are struggling with our citadel upgrades. This needs to change
I would suggest a limit for people to be able to keep fealty if they do atleast put effort into it. Since the limit recommendation wasn't suggested, to large tends to push people from capping. Though the xp rates from the Citadel are by far not the worst. A Clan update is required. As of right now you only need 30 mins tops to cap in the citadel and then you don't even visit it for an entire week, as there is no reason to.
That said if a Clan Owner was to go inactive, you literally have to wait a year to replace them and hope the Deputy is active otherwise there is nobody that can take over and the clan dies. Oh and you have to submit a ticket with Jagex. While other games, when the Owner vanishes for too long. It automatically goes to the next highest rank last seen online/total lvl/xp in the clan.
