Remove Anachronia Surge Delay setting, default to 1

Lectern surge delay setting could be outright removed with default surge delay being one tick. I don’t really think there is much of an argument for adding this complexity when 1 is the desirable value for basically everybody.

So first of all THANK YOU because i didnt even know this setting EXISTED! Secondly, 100% agree that 1 is desirable for almost everyone, but i can see 2 being potentially useful in some cases at bosses where you'll want to make sure you dont go too far or waste the second charge

1 tick is still over half a second, so generally speaking I don’t believe the concern is an issue. Glad you were able to adjust your settings! 😄
