Yes. That guy is able to play the game. Yes, it is strange and suspicious but we do not know the reason of the VAC bans. These are requested to Valve through the Developers. Considering his last ban was over 6 years ago this is a good sign that the user hasn’t done anything suspicious or concerning.

Anything regarding cheating is taken seriously as this results in a permanent game ban from the staff team here. If you suspect he is cheating or have seen it record it and send a message to @cinder pendant. It’s not fair or appropriate to speculate on a users past actions, especially 6 years ago.
