Vanilla doesn't know what to do with plugins, so installing them won't do anything im afraid! You'll have to switch to a plugin loader like paper for example :)

If you go to the homepage of the control panel, under installed you can 'swap jar' and pick paper in the right MC version you're trying to use

After doing that, restarting the server and reinstalling the plugins, they should work!
