#Minecraft server keeps timing out

I am not sure about the ram. I wasn't online at all to see the control panel. However i have opened a ticket on the bisect hosting website to get some assistance with this. They ran a program called Region Fixer and it seemed to have fixed the issue. But wehnwe tried joining back in after the fix, me and the first friend seemed to work fine. But when the second friend joined the server completely crashes every time he joins.
It sounds like a ticking entity issue, this can be confirmed in the crash reports if you have them handy.

They would be in your srever files, and if they generated, would be in a folder called "crash reports"

There isnt a crash report 1 minute prior to this one
From that crash report, it looks to be a watchdog error. For this, go to your server properties and change the Max Tick Time from 60000 to 180000 and restart the server, this should help with the watchdog error
Im just asking my friend who is causing the crash to join and test
It seems like that didn't fix it
He got off the horse he was on and then the server timed out and kicked him
And it didn't even create a crash report this time
Just to make sure I am getting this correctly, are they able to stay connect then after some time they get kicked and the server crashes or it's immediately as they connect?
Before changing the Max Tick Time, it was immediately after he joined but after changing it he had around 3-5 seconds before it crashed
