Generally, no. As mods that are used for outside server function would require the client to also have them, which Bedrock cannot install or run those other kinds of mods ):
Hey hey hey, as santa said, its very unlikely that you'll be able to make a fully 'modded' server crossplay, as the tool that can make a server crossplay, only works wih server side mods, any mod that requires client install will not work.

Alternatively, rather than a modded server, you could try using a paper/spigot based Jar, and use plugins instead to customise your server?

Sorry about that.
what version is your minecraft server? fabric, paper, forge etc?
each of those downloads is just a version for specific minecraft versions.
if your server is a fabric modded server you'll need the fabric geyser mod. if its forge you'll need the forge mod. if its paper, you'll need the paper plugin.

i am trying to understand and make sure everything i need is available before i purchase cuz i had some problems with other server hosting providers
Currently I'm just looking for a vanilla crossplay Minecraft server for 2-4 people max, thats all for Minecraft
but i was also woried about the payment
erm - so technically, a vanilla cross play server isnt possible. It would require a mod or a plugin. So cant be set up on a vanilla minecraft server. You would need to decide on a modding platform or a paper server type. Once we know that we can help point you in the right place.

It has the least changes while letting you add Geyser.
Paper changes a few things for performance purposes.

we would still need you to decide on what platform you will use. fabric, paper, neoforge or forge. Personally I'd recommend fabric. its fairly stable.
