changed world seed in properties and restarted the world. maybe the wipe button is somewhere else

The seed applies to newly created worlds.

In order to get the new seed, the old world needs to be moved/deleted.

Either zip the world folder and download it or delete the folder if you don't care about coming back to it?

All the Level Name setting does is change the name of the world folder the server uses.

level.dat is just the seed, a list of datapacks to expect, and game rules. The entire folder is the world.
