Minecraft does that itself if it's a new enough version.
1.21.2 and up pauses automatically when no players have been on for 60 seconds.
It's still running - players can still connect. But time doesn't continue on, farms and such don't continue producing, etc.

If you mean to turn the server offline then you can also do this via a schedule and toggling the option
"only run when server is empty"
after that add a task to stop the server 🙂
But then only people with panel access can start the server.
True, if that is used then they cannot connect to start it back up, unless a specific start time is set via scheduling
Searching on Modrinth quickly there's a mod called "Ready Player Fun" that pauses time on the server when nobody's on.
And it only goes on the server.

sorry to bother a little more but i just want to make sure i dont mess something up. so i downloaded the mod now its as simple as opening the sever files and drap on drop in to the mods folder to get to installed right(i did stop the server from running)
