it could be wrong installation, you didnt change file / level name, wrong mod / out of date mod, incompatible with certain launccher
typo : certain launcher can mean two things, either you have a direct copy of minecraft, and not just the minecraft launcher. Or, it can be a incorrect mod launcher.

Well I put it under latest forge and then everything after I typed had happened

your server is in a constant reboot state for some reason probably because its missing something that it needs

no I just used file explorer and moved them from one file into a new one

if you can recover the original state of the server, use winscp with bisect hostings vid
