I was able to update it before by turning it off and on, but after trying to install some mods and messing it up, I restored from a point yester and it won't update now.
Any advice?

unsure if the Bisect guys have a better way but in my mind you would hit reinstall server and then select keep current files and reinstall server. I do not know of another way off hand to force restart but beware that some of your files my get overwritten by chance doing this.
Usually restarting the server reguarly should update the bisect server though. Are you sure it hasnt updated since running a restart after restoring?

I know the help just says to put the setting in startup to the latest update while it's off, then put it back on but that isn't working. blegh. ok gonna try resetting now
