You can't. Paper doesn't know what mods are, Forge and Fabric don't know what plugins are.

There are, however, mods like EssentialsX that go in the mods folder just on the server like a plugin.

FTB Essentials is pretty popular for that, but there are others as well.

I’ve been trying for 2 hours to enable EssentialsX, but none of the commands work in-game. Because the instance is Cobblemon, it doesn’t seem able to use any plugins. Do you know of any alternative?
