Ok well first, you want to find a modpack that you can play. The best place to do this for Cobblemon is probably the Modrinth Launcher. So download that, and find a modpack on Modrinth that you want to use

You can drag them from your computer's mods folder, yes. They need to go in the server's "mods" folder too

I cant join my server

I have found the ip adress

But it says i need to restart the launcher

It tells me the login launch have failed

Should i do this in normal minecraft or cobblemon?

You will need to join the server through the modded profile you made on Modrinth
