IIRC, SimpleRadio is disabled because it requires more configuration in order to work.
Not sure what the other mod is.

No, when I updated it they had already appeared like that, disabled, that's been the case since 0.4.3

And to enable them you rename the file to remove .disabled.
The modloader looks for all the jars in the mods folder. If the file ends in .disabled or .576931 or .stuff, it doesn't look like a jar file and gets skipped.

SimpleRadio is disabled because it requires you also configure VoiceChat last I saw ~ The other likely is disabled due to it causing a client side code crash and it isnt explicitly required for server functionality
But yeah as Ceri said, just remove .disabled and the server will load it. Whether it starts after is the up in the air bit hah
