I think I'm missing something. I added them as a subuser through their email (while they already had an account), and they did not get an invitation notification. Where do they go from here?

Make sure it's the right panel, as theres 2 different ones (you're looking at your account details in the billing section, which is different from the starbase panel). If they already have an account they won't get an email asking them to create a new one. Check the spam folder to see if they got an email that they got access to your server panel.
If you're 100% sure it's the right panel and the email isn't in spam / the server doesn't show up when they log in to their account, remove them as a user and re-invite them
If that doesn't work, as ticket staff to help you

I tried removing and additng them again, and weirdly enough they get an email notifying they were removed, but don't get an email notifying they were added

they tried logging in on https://bisecthosting.com/ which is the billing panel. Tell them to go to https://games.bisecthosting.com/ and log in there (NOTE: this is a different panel and different account. so their login info can differ)
You added them to the control panel for access, so they can only access the parts on the control panel. Billing panel is completely separated and they don't have access there

The "create an account" button appears to have created a Billing account, not a Starbase account.

I was just informed by staff that for new users it does create a billing account which is then used to log into the control panel

Hello! To help clear things up, sub-users do not need a billing panel account. When you are invited as a sub-user it should create you an account for the games panel. Make sure you are hitting the login button and not login with billing panel
If the password isn't working you can hit forgot password to reset it and then it should work with the email you were invited on.

I understand there has been some confusion. Please have the sub-user click the forgot password button and have a new password made and then have them try logging in again via the login button.
