I would first start by making a working modpack with the mods you wish to have on your PC. Once you have that, you can work on making a server

My personal recommendation is to always make a test server instance on your PC first and see if it works. Ensuring you don't have any mods or others incorrectly installed. From there you can upload everything to bisect
