For somereason my server wont load the datapacks in it

I have one that adds a custom village but its not loading on the server

When the server first started it did load fine

But changing the world name just broke it

Changing the world name makes a whole new world folder, and the datapacks folder is inside the world folder.

Did you upload the data packs to the new world in world name/data packs and ensure the server is stopped before you do so.

The datapack folder isnt in the world folder

Its at same place as the mods folder

Yeah so client side data packs are saved differently

On the server it is inside the worlds folder.

You will need to make a data pack folder in the world folder then upload them all there.

The steps under 'manual' is how to correctly put the datapacks on for them to work on the new world. What worked before is irrelevant here?

Restarted the server too? That seems incredibly fast to upload a file to a folder, restart a server , connect to it to test again.
