You most likely have a .json file that is not in the correct format.
There is not enough of the error there to determine what though. Please send over the latest.log and latest crash report.

The latest.log will be called "latest.log" exactly. It won't be the ones ending in .gz.

i havent touched anything until it started doing that

The only reference I'm finding is to xaero minimap in the crash log. Its possible its one of its config files.
I don't know off hand what configs it generates.
I'm getting pulled away at work, so I gotta pop out for a bit.
Ill do some digging when I get back, otherwise send the support staff a message on the website and they can look at this now.

Other then the possible relation to a possible xaero minimap file, no.
I'd suggest taking a backup and either deleting or renaming the different files for xaero minimap and seeing if the server boots after each one.
Or- send the support staff a message, they may have a better idea at this point.

could it potentally be this that causes the problem?
Nvm it’s not
And also I made a backup and I reinstalled the mod pack and it fixed it but the world progress was gone

No
Then restore just the world folder from the backup! 🙂
i did and it still doesnt work and it adds more problems
the backup holds all of the files so if i reinstall the backup all of the files come back which just adds more problems like bountiful which doesnt work and a create addon which its recipes dont work, so i deleted those which solved those problems but the "exception" still stands

It's trying to read a .json file with a list of users, and the file isn't formatted correctly.
Delete the usercache.json file, and if you aren't using a whitelist, that file as well.
Same error. Sadly, the logs don't say which file it's trying to read.
It does say the issue is trying to read a player's UUID on line 5... You can check/clear banned-players...
there is a uuid on line 3 of banned players .json
because i banned someone who i eventually unbanned and deleted their info in banned players
Sounds like that's probably the issue. You can use /pardon to do it without editing the file.

Caused by: com.electronwill.nightconfig.core.io.ParsingException: Invalid value truek - Expected the boolean value true.
Someone hand-edited a config file and typo'd the word true as truek.
is there a way for me to find what file has that invalid value?

i downlaoded world folder and server properties
i reinstalled the modpack but still the typo is somewhere in the files
