It's fairly simple steps.
- install the right version of Forge/NeoForge/Fabric on your server with the minecraft jar menu
- start the server so it generates the basic files / folders
- download the server pack of the mod pack you want to put on the server, or if you made it yourself make sure that all the mods have their dependencies, they are all for the same version of Minecraft, and there's no client side only mods
- put the modpack into the mods folder of your server

ive tried multiple times since then and its jus not working when i launch the server it turns itself off and if it does work i cant join because it says there is missing files
