The plugin install is only for Plugins, not mods.
Plugins run on server loaders like Spigot, Paper, Pufferfish.
Mods run on server loaders like Forge, NeoForge, Fabric
so how do i get the mods that i want that i installed as plugins to work?
You cannot run both plugins and mods together. Pick one server type or the other. There are some experimental modloaders that will try, but you'll need to play around with testing what works and what doesn't.
is there a tutorial or someone who can walk me through putting mods onto my server?
Are you wanting to run an existing modpack, or just a few mods that you found?
my recommendation so you get the right help, don't call mods plugins, and don't call plugins mods.

on the games panel for your server, in the home screen
- choose your modloader type if you already know what you want
- search for it if you don't know what you want, like tekkit for example
- then scroll the results and click on install for the one you want

At the top are instructions for installing the correct modloader. Then instructions in the article for installing individual mods.

mods are generally required on both sides
there's some mods that are only one side, but that depends on the mod
it's best to make sure and check what the mod does
