Not from the Marketplace, Mojang has those locked down.

From other sources, yes.

For Java, the server doesn't care about what texture pack you use. Is Bedrock not the same?

The only good texture pack I can find is from marketplace

And if I upload the world with the texture pack activated it doesn’t work at all

Can you activate the texture pack when connecting to an arbitrary server? Or does Bedrock not do that?

You can join with the texture pack but i think he wabts it for everyone
