have multiple issues:
- the admin console won't open in the game, the key is right it just doesn't work. I checked and I am the admin in the Admins.txt
- I added the mods / mutators but they won't load on the server
- I added the maps in Maps.txt but they won't be present in the game
would be very helpful a step by step insurgency sandstorm server setup. That would also save you the trouble because server owners will do it on their own.

Question, do you have bisect support package? With your server. I would suggest opening a ticket with these issues, most people here are server owners themselves and wouldn't be able to modify or do anything on your behalf we can give you pointers but your question is very broad.
