Plugins run on a bukkit server type (Paper or spigot most commonly).
Your server is running Forge, because your mods run on Forge. Plugins won't work on that

No. Your mods can't run on anything else, and your world has been created with those mods. You cannot switch to anything else keeping that world.
Plugins and mods can only run together on a hybrid server type, which can be quite a bit of work to figure out what works with big modpacks mixing the two.
We usually recommend to find a mod alternative to the plugin you're trying to install instead
