Well, plugins and mods are two different things.
ive downloaded stuff from modrinth and curseforge, and also used plugins from these 2 tabs
So let's start with that.
Bukkit (RIP) made a Plugin standard that Spigot, Paper, Purpur, etc. implement. So to use Bukkit-style plugins, you need to be running one of those servers.
Mods use a modloader. Forge, Fabric, Quilt, NeoForge, etc.
how do i get a modloader?
Datapacks are like plugins, but with more limited functionality. But they (should*) work with any type of server since it's something in the game from Mojang.
So you want to run Mods, not Plugins?
You can't mix the two.
(Okay, so there are ways you can, but for someone who doesn't know there's a difference you're jumping into the deep end of the wave pool with weighted armbands...)

You need to know how you want to change gameplay to know where to go from here.
So let's start at the start.
a few examples would be better chests, better end, graves, crops re planting themselves, stuff like that

Like literally "BetterChests" and "BetterEnd" or just improvements to chests and end generation?
Okay - there are ways to do those with either.
If you were looking for the mod named BetterChests, that hasn't been updated in years and you'd have to run 1.12.2.
i know that the mods have to be the same version of the game
i basically tested like a billion mods/plugins on the right version and most didnt work

Let's start with the biggest blocker:
Are you okay with making your players install mods on their side, or should people be able to connect with plain out-of-the-box Minecraft?
that would be all good my server is lunar client only

Then you're going to want to stick with plugins on Paper.
would it work to have both plugins and mods?
That limits what you can change, but to the players they can use Lunar or plain Minecraft or Fabulously Optimized, Optifine, whatever.
Remember what I said about jumping in the deep end of a wave pool with weighted arm bands?
You'd have enough issues going down that path that to do anything more than point you to the wiki for the server that does both and make you read it yourself would be a disservice.
They aren't designed to work together.

Plugins presume any items and mechanics are "vanilla-like" enough that when modded items start showing up they can freak out and crash, or just get buggy, or...
And vice-versa - mods don't know to listen to updates that plugins send to each other, so they get confused and...
It's like someone trying to speak Portuguese in Mexico - you can kinda understand some of it, but there's enough that doesn't match up to make it very difficult.

It depends on the "stuff".
or a graves plugin and a graves mod
Plugins can change End terrain generation and introduce some variations on the existing mobs.
But unlike the BetterEnd mod, new blocks and trees are out.

There's a reason why I asked if you were okay with making your players install mods. And you said you wanted them to use an "effectively plain" client.
So either you change that decision or you're limited to plugins.
You could do that with mods - but what the mods can change are limited to what plugins can change, and you have to figure that out on a mod-by-mod basis as you put it together.

The mods have to limit themselves to the same types of things that plugins are inherently restricted to.
To the client it has to look like "plain" Minecraft.

You search for plugins.

There are, but AFAIK there aren't any plugins there that aren't in at least one of the other two, and their search is worse than Modrinth's.

are addons the same as plugins because on curseforge there is a tab called addons
also data packs too
i dont se plugins on curseforge
