Want to change server from better MC to pixelmon, but all the options are locked, i had the option of choosing what modpack to load the server on during creation, why can i not change it now? Am i missing a page or something?

That's the difference between premium and budget, budget gets a trial period for the Jar installation, after that you have to install the modpack to the server manually.

With budget you don't get access to the automatic installs of modpacks at all unless you have Bisectboost.
The first 3 days you can request a change of modpack through a ticket. So there's still a trial period in a way, just not of the minecraft jar menu anymore.

Budget is advertised as having to do the installs manually unless you have Bisect boost. From the start, budget is aimed at doing pretty much everything manually, hence the lower price. So technically you would Always have to do the custom way. Bisect is just nice enough to offer one free swap if you immediately figure out the mod pack you initially picked isn't working for you.
There's a completely free way to do it, yourself. Anything automatic is a paid addon.
We can help here with all the steps if you get stuck though, and it's really not difficult! :)

Im already lost on step 1 cause my folder looks nothing like the example in the tutorial

Well i did that too, but i dont have a 'config, mobs journeymap folder'

So im not sure where that modd pack even is, i tried looking through the folders i did have

It won't match exactly. If your modpack doesn't have journeymap as a mod, that folder won't be there.

Does it need to match at all? "quickplay/staging/versions/webchache2" just didnt seem like the correct thing to copy over
and when i go through the folders they all end at a 'this folder is empty' except the versions, which ends at a 1.20.json file
so i dont think im copying any mods

You need to download the mod pack zipfile from the CurseForge launcher, then follow the steps lower down in the tutorial under upload custom modpack (download)

Ok now the server won't start
i downloaded the .zip > extracted > just took the main folders and copied them over
And made sure the server was running the forge for the modpack to load into
Do i need to delete the old mods folder maybe? in the server
