Making a tool tier that can break obsidian, but not ancient debris

Is it possible to make a tool tier that can break obsidian but not ancient debris?
Does tool tier modification/creation finally work, actually?

if you can't find anything about tool tiers, you could probably make an obsidian replacement that has a lower mining tier (and use a blockswap mod to replace obsidian with the replacement obsidian) or modify obsidian to have a lower mining tier depending on your needs?

A work around can be to cancel the event if the player tries to break ancient debris with the wrong tier perhaps

oh yeah so I may have to add what I'm intending

I want to add a new tool tier that's an inbetween iron and diamond
it would be able to mine obsidian like diamond, but not ancient debris

however by default the tiers go from 0-4, with 3 being diamond (can mine obsidian and ancient debris) and 4 being netherite

yeah but as I said, I'm mostly concerned of a tier between iron and diamond (aka something that can mine obsidian but not ancient debris right away)

besides at least according to the wiki, new tier creation is broken

to make ancient debris require netherite level tool and make some new tool with netherite mining level
