Is it possible to achieve this with kubejs? There are some issues in the modpack and the world/data one of the file need to be constantly removed to fix the issue. If it doesn't, is there any mod that does that?

If it isn't then it's Impossible.
Though why do you need to delete a file? Sounds more like a major problem that should be fixed by the mod dev
