I simply want to make it so that (deepslate) copper ore is mineable by a wooden pickaxe. I believe I just need to add the ore into some sort of tag for wooden picks, but I'm not sure how to go about doing that.

look at stone with F3 + H
I think there must be some tag like
'minecraft:needs_wooden_tool'
or something like this

I don't think there are any tags for wooden tools, just absence of "#minecraft:needs(stone/iron/diamond)_tool"

This is a general tag for Pickaxe breakable blocks, Deepslate Copper Ore has it by default
