Running latest version, no mods. Playtime 1d+. Asked to be boarded while docked at KLEG by a security vessel that is not even in sight. Ignoring it causes fine and warrant. Save attached. Strangely, save version shows 0.15.0.3 while game runs as 0.15.0.4 (intended?)
Does not make any sense to undock and wait if they can just come over? On top of that, that security ship (O-UQ3Z) is not even around - using "cheat menu" to quick dock to that ship to find where it is on the map is not working - that is, I just dock with empty space.
P.S. I know that reporting two issues in one ticket is a poor taste, but it is rather an anecdote than bug report related/linked to same issue area - asked to be boarded by a security ship previously, undocked, contacted the ship with "come over here" after undocked; Ship flew over, stood for a bit, and then flew away without docking/boarding. Weird flex but ok.

The save version simply indicates which version you were on when the character was first created.
And yeah, I've had similar experiences, as have some others here. Cops will demand to board you when they're nowhere near.

I actually think that I found a temp workaround until root cause is resolved. So far, I felt the issue came from cop wanting to inspect you while he himself is boarding some other ship. Given he is boarding, I could not teleport and dock with him. And it seemed that given he is occupied with boarding, he could not move in to board me. Thus, "I can't board you, so I fine you".
In order to kill this deadlock, I comm the cop to "come over". This apparently "resets" cop desire to board you. The only issue remans then is to dodge him, as cops drive like reckless maniacs, and bump into you without any care in the world. After cooldown of "following you after being summoned to your location" ends, this whole issue is over. Well, until next cop wants to board you again xD
I also had the issue that a space cop was telling me to undock to be boarded. While it looked like they were docked to a derelict or something, which also caused me to get a fine. It was on 0.15.0.4 I undocked and waited, and eventually I got fined. I have a save after it happend if that is needed. I also saw another patrol vessel also docked at what looked derelict for a while, not sure if they are getting stuck or something.

The weirdest part is that sometimes, I'll get the warrant AND a no-undocking penalty (15K and 5K, respectively), despite never having received an undock demand in the first place.
Did you try to message it back? You should have gotten a nav message right, and that included the ID of the ship, which prob gives you a way to find it. (not that the damage has not been done already).
I managed to repeat it 3 times while still docked at K-LEG, but when I repeated it with the undocking condition the message did not come and no security ship came.

Was scrapping while moored, had a good license, they attached to the derelict and when they left my ship was gone.

The police have lost their minds, they have figured out that they don't actually have to do any proper work and can just issue false fines remotely once it starts happening in your game it keeps happening over and over. Getting told to pull over by ships that are thousands of km away while i'm docked at station with an active license. Completely game breaking if you cannot afford to pay 20000 in fines every time you come back to OKLG.

It even hit my at this moment. xD got the message to be boarded. the cop was even not that far away but he was docked at an derelict and... he dont even make a little move to come over. ._. my battery's are low i dont know if i should wait any longer or fly away to resupply.

You may have a warrant once you return to the station. Your transponder module will indicate this if it's installed and turned on

hm... thats strange i think. as i wrote the message above i was already docked. now i undockt and shortly after docked again and still nothing. no fine, no message, no indication on transponder? xD i think there is no mechanik like, that the police "forget" it sometimes to put a fine on the player that would explain that?

What i don't understand is how do the police know who you are if you have your transponder turned off and they never actually make contact with you

A 'poster' with the ship's ID code/name, to be put on the outside of the ship. So optical sensors would be able to identify a ship. No poster, optical sensors can't ID a ship.
You can hail derelicts that have no functional transponder/antenna, and get their ship info (including ownership) that way, even if they do not respond. Perhaps the cops have a database - after all, every ship in the boneyard was owned by them (Ayotimiwa) at some point anyway.

Well, ships that should have an actual name. Thinking about it, work barges and tugs owned by Ayatoima should just have their IDs.
Well if that's the case then the transponder doesn't really make sense and i mean it's pointless in a logical sense and that still doesnt explain how the cops automagically know who is actually on the ship
For the purposes of issuing an arrest warrant or a fine directly without any conclusive evidence that the person has commit the crime and furthermore considering that you cannot even appeal the conviction through any negotiations you are just considered guilty
I think it's a ballance issue. Along as a bug.
As it is, EM sensors detect active ships but the range of EM sensors is limited. I think that antennas should act like sensors for the purpose of detecting transponders and have a massive range, like 100,000km for 100% detection of an active transponder. The power draw of an antenna and transponder combo is greater than the power draw of the antennas of the Artemis II after all. So a transponder and antenna would be lighting up visible to all.
And yes, I think that police should be forced to dock (or moor themselves) to ships to do an inspection for fines, and only able to do so if they're very close to the ship in question - to prevent the current bug of 10,000+ km 'prepare to dock'. And give them the ability to check for a valid permit through the radio if it's to harrass, only docking if they have reason to suspect the ship is involved in a crime or if the person on the radio (typically the player) can't produce a valid permit.
the amount of times I've been boarded and asked "do you know why I [pulled you over]" only to hand them the valid license on my person at the time is maddening

The answer to their question is 'No.' The cops will absolutely board you just to mess with you or shake you down for a BS fee.

I get it kinda, but heck even the worst cop IRL will bust out your tail light to cover themselves with their higher ups. These dinguses scan my ship with an active transponder telling them that the electronically connected cryptographically secure (as I haven’t seen counterfeits) license is valid and they have the nerve to demand boarding and threaten me for salvaging without a license and immediately fold the second that I take it out of my pocket!
How much in RCS fuel, atmo, and power does that little cunning stunt cost them? Every single time????
I think that police ships should only do the 'prepare for boarding' thing if they're within 50-100km of the ship they want to board. Also limiting themselves to 100m/s speed relative speed difference when within 10km, and 200m/s speed when just 'patrolling'. Them going 1000m/s relative is what causes them to run out of fuel when doing course corrections and fly off into the nothingness.

Just using console commands to give yourself back the money should work right, apart from that, this is the risk of running on unstable builds.
Having the same issue. Glad it is not just me but annoying bug.
There's no console command to fix the issue if the cop is 60,000+km away and is continually tracking your ship. Prevents you from fast forwarding time.
That's the side-effect that I'm running into.
On the plus side, Maintenance is getting a lot of work done on KLEG while I'm docked to sleep.
side note - A user found a cop ship that had been pestering them from extreme range; the cop was on the ship, dead. The NASS ship was already docked to another vessel.

I haven't run into any dead cops yet. But the ones that I did chase down with my torch both had full batteries (assuming that's NOT simulated) but had ZERO remass. Stealthily adding cans to their Miuras did not seem to do anything to whether or not they wanted to return to KLEG.
AFAIK, NPC fuel usage was handwaved in 0.14 - I do not know if this has changed in 0.15
That does feel odd, though; a NASS pirate came for me recently, and all of their N2 tanks were full to the brim.

Yeah, noticed it wasn't fixed. But yeah. I've been checking out ships with active EM signatures, multiple dead police docked with derlicts. All died of asphexiation but their EVA suits were powered and had o2. So don't know what they died of.
well as noone else better has answered yet, the only way i know is if you have someone tracking you. You'll need to edit your saves zip file and find the ship name thats tracking you file and zap the line that says "strScanTargetID : callsign.

I hope that any update will fix the problem of ships drifting off, ships being able to 'track' other ships far beyond their sensor ranges, tracking continuing for hours/days without resolving in any way, police/npcs dying while piloting their ships for no reason, npcs thrusting at 200-1000m/s resulting in them running out of fuel if they have to do any course correction
There seems to be some kind of bug going around that kills anyone on a ship sometimes when docking. I have the suspicion it has something to do with docking to a secondary airlock but it seems really random and strange. I was messing around just using the rescue bolt to zoop to random ships and my character suddenly started exphyxiating while inside a powered up and oxygen-full EVA suit.
