possibly reproducible by talking to this npc and clicking between personal portrait, their chatbox, their portrait, my character actions, their chatbox
disproven later in this thread

result
chatbox of last actions overlaid on all other actions
along with chatbox not properly scaling to the text

fixed by reloading the save file

contra of first idea of reproduce
was simply hovering chat boxes and had the debug menu popup

this is after reloading the save and doing other tasks

Thanks for the heads-up! So after loading this save file, you're running into this fairly soon by mousing over characters? (It looks like it's always a character tooltip.)

Hmm. So in either save, I wasn't able to get either the stuck tooltip text or text out of bounds. I could sometimes get an extra line break or two of padding at the bottom, but not the bugs you described.
I tried mousing over characters, items, context menu options, the megatooltip and other UI things. And even rapidly moving the cursor over many objects in succession.
Any other tricks you can think of to force this bug to happen?

Is it maybe resolution dependent? I'm at 1920x1080.

I am also 1920x1080 - I did not change my resolution scaling during thid happening.
I was playing in fullscreen, though I do have 5 monitors. I was using 1 monitor.
I have no reproduction ideas , it initially happening was I missclicked my character while talking to another character and they started a dialogue
then I clicked their character and replied too.
after that happened it showed the "current wait for" text in the tooltip, everywhere at different scalings (screenshots)
then when I save and exitted, it appeared (within 10mins of normalcy) (the same text from before) when I used the kiosk, transit (I took photo) and said maybe it's this save now
the "text box issue save" is the save during the bug, not the "I saved on exit and logged in again" one .

I have had this occur at random from time to time, but only rarely; it's been weeks since the last time for me. No apparent cause, and it seems to go away after a while on its own and definitely after a save/load.

Can confirm the same bug. Loading the save didn't repro it.

You'll have to start running nlog on all exceptions to track these down I think.
