TLDR: Samurott has more sea lion attributes than otter attributes, mainly the extended neck, longer limbs in comparison to its body, a stubbier tail, and (fun fact) sea lions actually do have claws on their flippers. They’re more vestigial than anything but they are still there. I won’t deny that there’s Otter inspiration (for gods sake it’s name has Ott in it) but Samurott specifically is more based on a sea lion than an otter
