As an amateur in pixelart, I use Krita that is free and you can use it for anything else (digital painting, animation, etc...)

But it depends if you just want to use it for pixel art or not, because the two main issues may be:

  1. It's a bit heavy (still it runs very good on a laptop if you keep your files light)
  2. the interface is not very intuitive but once you look for a tutorial, you'll get it almost immediately (actually not software can be used immediately without a bit of knowledge behind)

If you want I can teach you how to make sprite with this program

Hey @sudden crane! Sprite packs come out at the beginning of each month! There is no exact date, sometimes it can take up to a week for a all the sprites to be sorted and propped for release. Please go harrass Kiwi if she takes longer than that. :)
