It shouldn't be, since we also allow traced TCG artworks as custom bases, for example, and TCG technically gets a credit alongside the spriter. But let me just warn you that if you want to edit an old gen sprite and submit it to the contest, you're most probably not getting as high scoring as a fully custom base, since this is just an edit of an existing sprite, and thus didn't take as much effort to make.

Like, you'll still receive your feedback from the judges for the quality of your rendering, but it most probably won't take the prize place. It's ok if your goal is a middling score, though.

I agree your lock system is more than sufficient for US, But if the leagues want to leave thousands of pokemon free to grab by an AI so powerful it invented pokemon unassisted time trqvel, then why not take advantqge of it to try and reach your goal?
