white preceeds color, shiny is white. additionally victini preceeds all other pokemon in the gen5 pokedex and the most integral part is that its before the starters. the obvious victory relation in the last line, the colors for victini and its shiny would work in that fall environment either way. my only stretches would be the cave picture i havent seen (i have now) and marking the cherry symbolism up as a connection to a myth about the first US president (washington cutting down a cherry tree), the US relation i dont really care about but liberty island or whatever where victini is found is very much a reference to the lady liberty statue
if the pokemon is forever cherished it is safe to assume that it will come in a cherish ball which is event exclusive which also applies to mythical pokemon (except for that one time meloetta was in the SV dlc) and a bright vivid red
the line about being absent from a vote makes me think the pokemon in question is a mythical seeing as how all mythicals and legendary pokemon were exempt from the popularity vote in august
